Head-On Collision in Jefferson County Kills One; Seriously Injures Another

William James Hibbs was killed and Deborah L. Clevenger was seriously injured when Mr. Hibbs' vehicle crossed the center line on Highway 101 near Port Townsend, Washington. The crash is still being investigated.

Ms. Clevenger was airlifted to Harborview Medical Center in Seattle with injuries to her neck, legs and back.

Mr. Hibbs was a chief petty officer at Naval Base Kitsap. For purposes of Ms. Clevenger's personal injury claim, the possibility that he was driving while on the job will need to be investigated. If Mr. Hibbs was acting as an employee of the federal government, it will be necessary to file a claim with the appropriate agency under the Federal Tort Claims Act. Other military-specific federal laws may apply as well.
